Angelique K. Kantengwa

Founder & Managing Partner

Angelique Kantengwa is a senior advisory and transaction consultant with more than 35 years of leadership across central banking, financial-sector supervision, national social-security governance, transaction advisory, development finance and institutional reform. She is a Harvard Kennedy School Master of Public Administration graduate and Mason Fellow. As former Senior Director of Financial Stability and Director of Bank Supervision at the National Bank of Rwanda, she restructured state-owned banks, and as Managing Director of the Rwanda Social Security Board, she grew the investment portfolio from RWF 244.5B to RWF 404B in under three years. Additionally, as Rwanda Country Lead for Manufacturing Africa, she supported over USD 180M in facilitated FDI, subject to final programme attribution. At Salama Capital, she leads a Kigali-based platform helping governments, DFIs, banks, funds and growth companies structure capital, strengthen institutions and execute measurable development mandates across Africa.

Lina Rutaba

Partner & Head of Transaction

Lina Rutaba is a transaction and strategic-finance adviser with 15 years of experience across Rwanda, France, Canada and the United States. She leads corporate-finance, capital-structuring and transaction-advisory work for governments, DFIs, banks, investors and growth companies. Lina has led more than 20 investment transactions totaling over USD 50M, contributed to more than USD 30M in FDI to Rwanda, advised Agaciro Development Fund on a USD 200M+ investment portfolio, and supported a USD 200M+ cross-border LBO that resulted in a successful private-equity acquisition. Her experience includes financial modelling, valuation, due diligence, KYC and compliance, investor engagement, blended-finance structuring, digital transformation and strategic planning. At Salama Capital, Lina leads transaction origination, structuring and execution across target sectors and geographies, while contributing to firm-wide strategy, business development and relationships with institutional investors, DFIs, banks and co-investment partners.
